I am an economist specialised in the dynamics of technological change and innovation policy. I work as Director of Strategic Projects and International Relations at CGEE, a think tank advising Brazil’s Ministry of Science, Technology and Innovation, where I co-lead a team of more than 70 researchers.

My work sits at the intersection of policy advisory, applied research, and international consulting. I have advised the European Commission, the Inter-American Development Bank, and national and local governments on STI policy design, mission-oriented innovation frameworks, and development finance. Before moving into policy, I held academic positions at TU Delft, Utrecht University, and UFRJ.

I hold a PhD in Science and Technology Policy from SPRU, University of Sussex, where I worked with Frank Geels on socio-technical transitions and with Mariana Mazzucato on state investment banks and innovation finance. I am active in international research networks including the Babbage Forum (Cambridge IfM), MIPO, and STRN.

How much development finance actually reaches science and innovation in Sub-Saharan Africa? Principal researcher on a JRC-commissioned study mapping STI financing flows against the SDGs, exposing measurement gaps in ODA frameworks, and proposing new approaches to tracking innovation investment across the continent.

Selected as one of four independent experts advising the European Commission on deploying EU missions at national level. Led the workstream on funding and instrument synergies — how member states can align existing policy tools and financing mechanisms behind mission objectives. Co-authored the final EC publication.
